The European Commission, the EU's executive arm, would have to issue a new proposal, which would again need to be signed off by EU member states and the European Parliament. Complicating matters further, laws based on Art. 352 require unanimous support from EU governments, meaning that the U.K. could block any parts it doesn't like.
