I sometimes recount a conversation with the Prime Minister of Estonia, which is really the worldâÂÂs leading e-government. I asked him how this had happened. He said that when Estonia became an independent country they had no legacy and no money. Well, in the UK we have replicated the second of those, but we do have a lot of legacy.
